A New Approach to Engagement
For the first time, the Annual Membership Meeting is being held alongside the Missouri 811 Excavator and Utility Training Workshop at the Wyndham Executive Center in Columbia.
This is more than a scheduling change. It is a strategic effort to increase participation and make the meeting more accessible to those already attending the workshop.
However, it is important to note that the Annual Membership Meeting is exclusively for Missouri 811 members.
By aligning the meeting with the workshop, Missouri 811 hopes to encourage more members to attend, engage, and take an active role in shaping the future of the organization.
Who Is a Missouri 811 Member
Missouri 811 members are primarily utility operators and facility owners who have underground infrastructure that must be protected during excavation.
This includes organizations that own or operate buried facilities such as:
- Electric utilities
- Natural gas providers
- Telecommunications companies
- Water and sewer utilities
- Municipal and public works departments
- Pipeline operators and other underground facility owners
If your organization owns or operates underground lines or infrastructure in Missouri, you are eligible and expected to be a member of Missouri 811.
Membership ensures that when an excavation request is made, your facilities are notified so they can be properly marked and protected. This is a critical part of preventing damages, protecting public safety, and maintaining service reliability.

Why the Annual Membership Meeting Matters

During the meeting, attendees will:
- Hear the Annual Report from Executive Director Randy Norden

In 2025, Missouri 811 achieved:
- Successful law changes, including the 21 Day Ticket life and the Renewal Reminder Tool
- Creation of the Project Coordination Tool to better manage complex excavation projects
- Improvements to the ticketing system, making it more readable and easier to use
- A 4 percent reduction in damages while managing a 5 percent increase in ticket volume
- More proactive Damage Prevention staff equipped with better tools
- Direct support for utilities through the development of Damage Prevention Programs
- Increased utility engagement in organizational governance
- Improved efficiency and service across the organization
- No increase in the utility notification fee, which remains at $1.35
- Stronger industry partnerships and policy engagement
These accomplishments reflect a clear commitment to safety, service, and continuous improvement.
